 Activities supported by the Italian Ministry for the Environment and Territory
An "Umbrella" project, developed by the United Nations Environment Programme (UNEP) in cooperation with the Italian Ministry for the Environment and Territory, European Academy (EURAC) and Regional Environmental Centre (REC), aims at establishing a sound scientific basis for decision-making and strengthening the institutional arrangements for and stakeholder participation in the implementation of the Carpathian Convention.
The ongoing project consists of following interlinked elements :
• Assessment of the policy, legal and institutional frameworks related to the Carpathian Convention: The general objective is to streamline efforts for implementation. The project will have as outcomes an assessment in each of Carpathian Countries of the extent to which the national policy, legal and institutional frameworks support the implementation of the principles promoted by the Carpathian Convention. Implemented by REC in cooperation with EURAC, in coordination with the Interim Secretariat of the Carpathian Convention.
• Carpathian Convention Handbook: The Handbook will provide an analytical overview of the provisions of the Framework Convention both on substantial and institutional aspects, illustrated by practical examples from the Carpathian and Alpine countries. Implemented by REC in cooperation with EURAC, in coordination with the Interim Secretariat of the Carpathian Convention.
• National workshops: REC and EURAC in cooperation with UNEP and the Carpathian Interim Secretariat will organise a number of two-day national workshop aiming at the training of civil servants from local and regional authorities responsible for application and implementation of the Carpathian Convention. It is anticipated that there will be a wide range of stakeholders present at the workshop. The main aim of the workshops is to boost capacity building and awareness in areas such as biodiversity/nature conservation, sustainable forestry, sustainable tourism and public participation. It is estimated that between 20-30 people will be trained. The tentative dates for these workshops are:
14-15 April: Romania, 28-29 April: Hungary, 05-06 May: Ukraine, 15-16 May: Serbia, 02-03 June: Slovakia, 03-04 June: Poland and mid-June for Czech Republic.
• International conference: This conference will be organized as a side-event to COP2 in Bucharest in June 2008. The main aim is to present the results of the Umbrella Project, including the outcomes and lessons learned from the two publications (the Handbook on implementation of the Carpathian Convention and the Regional Assessment of Legal, Institutional and Policy Frameworks of the Carpathian Countries) and the seven capacity-building workshops. It is estimated that between 40-60 people will participate in this side-event.
