The Carpathian Convention follows a two-step approach, the "Framework
Convention-Protocol" style:
Whereas the Framework Convention contains
more general provisions, the Parties can propose Protocols to the
Convention containing specific substantive obligations. These Protocols have to be adopted and signed at the sessions of the Conference of the
Parties (COP). The Protocols are the most important means in order to complete and facilitate the implementation
of the general principles constituted in the Convention itself.
Article 2 in conjunction with Article 18 of the Carpathian Convention
(CC) provides the legal basis for the adoption of Protocols to the
Carpathian Convention.
